This announcement is being used to create an inventory of qualified applicants for IT Specialist (SA/AS) Systems Acceptability Tester and will be used to fill immediate and future vacancies.  The following cut-off dates have been identified for order of consideration: 04/22, 05/22, 06/24, 07/24, 08/23, 09/23/2013. Eligible applicants will be considered as vacancies become available based on cut-off dates and date of application.  Eligible CP and CPS compensable veterans will be considered with the first group of certified eligibles referred after applications are received.  Applicants not meeting minimal qualification by any of the above cut off dates have the opportunity to submit updated information/documentation to support their eligibility at any time before the closing date of the announcement.

WHAT DOES AN IRS INFORMATION TECHNOLOGY SPECIALIST DO?

An Information Technology (IT) Specialist (System Analysis/ Applications Software) uses a wide variety of information, knowledge, and tools to address complex system analysis and applications software assignments each day. In this role, you will be involved in conducting systems analysis to design, document, develop, modify, test, install, implement, and support new or existing applications software products within the IRS. Many of these assignments may be broad (possibly national) in scope, and/or involve difficult and complex issues. As an IT Specialist, you are responsible for the development of components of national projects and eventually, may be called upon to lead significant projects assigned to your unit. The position requires (extensive-depending on the level of position) experience in enterprise-wide application solutions based on the business and users requirements.

WHAT IS THE IRS INFORMATION TECHNOLOGY DIVISION?
The mission of IRS Information Technology is to provide leadership in the delivery of information technology solutions that anticipate and meet enterprise-wide needs by empowering employees to deliver customer-centered, value-creating systems, products, services, and support.

DUTIES:
As an Information Technology Specialist (SA/AS), Systems Acceptability Tester you will:

• Assisting with planning, developing, scheduling, and conducting systems acceptability tests of modernization and production.

• Participating on a team designing, developing, testing, and implementing software for less complex programs, such as modifying input forms.

• Documenting customer business rules.

• Developing flow diagrams and/or pseudo-code.

• Testing and debuging programs according to detailed requirements and submitting completed applications software to the project leader.

• Supporting the maintenance of existing applications software.

QUALIFICATIONS REQUIRED:
QUALIFICATIONS/ELIGIBILITY REQUIREMENTS: You must meet the following eligibility and basic qualification requirements by the closing date of this announcement.

BASIC REQUIREMENTS:

GS-5 LEVEL:  A. Bachelor's or higher degree at an accredited college or university in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. OR

B.  Three years of experience that provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process.  Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.  OR

C.  A combination of experience and education at an accredited college or university equivalent to a four year degree as described in A and B above.

 GS-7 LEVEL:
A. One year of specialized experience equivalent to the GS-5 level that required:
Interviewing subject-matter personnel to get facts regarding work processes, and synthesizing the resulting data into charts showing information flow.
Operating computer consoles where this involved choosing from among various procedures in responding to machine commands or unscheduled halts.
Scheduling the sequence of programs to be processed by computers where alternatives had to be weighed with a view to production efficiency.
Preparing documentation on cost/benefit studies where this involved summarizing the material and organizing it in a logical fashion.
Conducting preliminary analysis of business processes for which systems are being developed and collecting additional information from customers as needed.
Translating detailed logical steps developed by others into language codes that computers accept where this required understanding of procedures and limitations appropriate to use of a programming language.

Experience is typically gained in the computer field or through performance of work where the primary concern was the subject matter of the computer application (e.g., supply, personnel, chemical process control), and computer related efforts were required to facilitate the basic duties.  Also, work in management analysis, program analysis, or a comparable field may have provided such skills. OR

B. One year of graduate level education at an accredited college or university in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. OR

C. Superior Academic Achievement (SAA) may be met by having a Bachelor's degree, with one of the following:  A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last two years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last two years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. OR

D. A combination of qualifying graduate education and experience to equal the amount required.

GS-9 LEVEL:
A. One year of specialized experience equivalent to the GS-7 level that demonstrated knowledge of computer requirements and techniques in carrying out project assignments consisting of several related tasks, such as typically is the case in development of minor modifications to parts of a system on the basis of detailed specifications provided. The assignments must have shown completion of the following, or the equivalent:
Analysis of the interrelationships of pertinent components of the system.
Ability to plan the sequence of actions necessary to accomplish the assignment.
Personal responsibility for at least a segment of the overall project.
Ability to translate and interpret customer-provided business requirements to produce technical specifications.
Working with other design team members in integrating specifications at the system level.
Participating in preparing test plans.
Reviewing and analyzing test data.

B. Master's or equivalent graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. OR

C. Two full years of progressively higher level graduate education leading to a master's or equivalent graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. One year of graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. OR

D. A combination of experience and education equivalent to the amount required.

    You will be tentatively assigned to a category group (A, B, C, etc.) based on your responses to the online questions.
