This announcement is being used to create an inventory of qualified applicants for IT JAVA Application Developers and will be used to fill immediate and future vacancies. The following cut-off dates have been identified for order of consideration: 02/22/13, 03/22/13, 04/22/13, 05/22/13, 06/21/13, and 07/22/13. Eligible applicants will be considered as vacancies become available based on cut-off dates and date of application. WHAT DOES AN INFORMATION TECHNOLOGY SPECIALIST (SYSTEMS ANALYSIS/APPLICATIONS SOFTWARE) DO? An Information Technology Specialist, in the Systems Analysis/Applications Software organization, provides expert technical support to internal and external customers by providing programming and analytical support for the development and implementation of critical software applications. In this role, you will be called upon to create, support, and sustain a stable information technology environment for mission critical applications for the agency's Business and/or Functional Operating Divisions.

WHAT IS THE IRS INFORMATION TECHNOLOGY DIVISION?
The mission of IRS Information Technology is to provide leadership in the delivery of information technology solutions that anticipate and meet enterprise-wide needs by empowering employees to deliver customer-centered, value-creating systems, products, services, and support.

Positions are located in Lanham, MD; Ogden, UT, Farmers Branch, TX, Martinsburg, WV; Detroit, MI; Austin, TX.

DUTIES:
As an Information Technology Specialist (Systems Analysis/Applications Software) you will:
Ensure the integration of IT programs and services;
Develop solutions to integration/interoperability issues;
Design, develop, and manage IT security systems that meet current and future business requirements, and apply or extend, enhance, or optimize the existing architecture; managing assigned projects;
Communicate complex technical requirements to non-technical personnel, and prepare and present briefings to senior management officials on complex/controversial issues.
Develop software applications for the PC/Server/Web portal environment, such as Java, J2EE, XML, HTML, SOAP, SQL, DB2, Oracle, other object oriented language and/or other Web technologies.
Use applications such as Rational Application Developer for WebSphere, Rational Suite, Relational Databases Applications, Erwin, Infragistics, Business Objects, ROBO Help, Adobe Framemaker, Microsoft Visio, Microsoft Office, and use expertise in Enterprise Life Cycle (ELC), and Enterprise Architecture.
Identify resource requirements for major national projects and assigns tasks to project members, reports progress, and ensures customer and management involvement throughout the software development process.
Resolve critical issues affecting the configuration of the IT infrastructure; identify and correct weaknesses in critical performance parameters and variances.
Improve productivity and software quality throughout the life cycle of a broad range of IRS IT applications.
Lead major projects to develop, interpret, and implement guidelines for other specialist to design and deliver PC/Server/Web portal environments.
Formulate a comprehensive vision for future applications of the PC/Server/Web portal environment and develops plans to align the environment with business requirements.

QUALIFICATIONS REQUIRED:

You must meet one or more of the following basic requirements by the closing date of this announcement.

BASIC REQUIREMENTS
GS-13-LEVEL At least one year of specialized experience equivalent to the grade 12 level that demonstrated accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated through assignments that required the ability to analyze a number of alternative approaches in the process of advising management concerning major aspects of ADP system design. This would include defining what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project. In addition, your experience must include planning and coordinating an agency-wide implementation of process improvement methods and concepts to improve the quality of software products; Serving as the principle advocate within the agency/organization for the application of process improvement concepts and practices; and Consulting with senior specialists and IT managers throughout the agency in the implementation of process improvement practices. In addition, to be qualified at this level, you must demonstrate a thorough knowledge of and experience in the use of JAVA. Your knowledge and experience must be sufficient to provide expert technical advice, guidance and recommendations to management and other technical specialists on critical IT issues relative to applying systems analysis principles and techniques.
In addition to the above, to be qualified for this position at this grade level you must have experience as a Senior JAVA Developer & technical lead; including interpreting & implementing requirements.  Experience of J2EE (JEE5/JEE6) integrated environments demonstrated by developing complex projects with HTML,
Cascading Style Sheets (CSS), Java Architecture for XML Binding (JAXB), Java Architecture for XML-Web Services (JAX-WS), Enterprise Beans JPA/Hibernate, Java Server Faces (JSF), Spring Applications Framework & Eclipse deployed to enterprise application server with user interfaces.

    You will be tentatively assigned to a category group (A, B, C, etc.) based on your responses to the online questions. Each category group represents a quality level (i.e., A = Superior, B = Highly Qualified, etc.) Candidates will be considered in category group order. Preference eligibles who meet the minimum qualification requirements and who have a compensable service -connected disability of at least 10 percent must be listed in the highest quality category (except in the case of scientific or professional positions at the GS-9 level or higher). All other preference eligibles will be assigned based on their responses to the questions and will be referred for selection before non-preference eligibles with the same category. Applicants are tentatively assigned to a category group pending qualifications validation and/or assessment results.
    Your final category assignment determines the order in which you are considered for the position(s). Applicants are referred to the selecting manager in category order (A, B, C).
