This announcement is being used to create an inventory of qualified applicants for IT COBOL Application Developers and will be used to fill immediate and future vacancies.  The following cut-off dates have been identified for order of consideration:  02/22/13, 03/22/13, 04/22/13, 05/22/13, 06/21/13, and 07/22/13.  Eligible applicants will be considered as vacancies become available based on cut-off dates and date of application.  Eligible CP and CPS compensable veterans will be considered with the first group of certified eligibles referred after applications are received.  Applicants not meeting minimal qualification by any of the above cut off dates have the opportunity to submit updated information/documentation to support their eligibility at any time before the closing date of the announcement.

WHAT IS THE IRS INFORMATION TECHNOLOGY DIVISION?
The mission of IRS Information Technology is to provide leadership in the delivery of information technology solutions that anticipate and meet enterprise-wide needs by empowering employees to deliver customer-centered, value-creating systems, products, services, and support.

DUTIES:
As a Lead Information Technology Specialist (SA/AS), COBOL Application Developer (Technical), your assignments may include the following:

Developing, planning, scheduling and testing COBOL software applications or leading a team in developing, planning, scheduling and testing COBOL software applications.
Designing, coding, testing and debugging programs according to detailed requirements.
Supporting the maintenance of existing applications software.
Participating on and/or leading a team designing, developing testing and implementing software applications.
Leading and providing quality customer service in the development, and integration of software applications and systems that enable customers to successfully meet their business goals.
Working with or leading a team within the framework of software development life cycle methodologies.
Providing coaching and/or on-the job training to junior level programmers.
Resolving critical issues and problems.

QUALIFICATIONS REQUIRED:
You must meet one or more of the following basic requirements by the closing date of this announcement.

BASIC REQUIREMENTS GRADE 13 LEVEL, you must meet the basic requirements below.
 At least one year of specialized experience equivalent to GS-12 in the Federal government. Specialized experience is experience that is related to the work of this position and has provided you with the competencies required for successful job performance.
Qualifying experience is experience that demonstrated accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated by assignments where the applicant analyzed a number of alternative approaches in the process of advising management concerning major aspects of ADP system design, such as what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project. For example:
Planning, developing, scheduling and testing all assigned COBOL software applications.
Maintaining required documentation and artifacts for all assigned projects.
Managing an assigned project.
Presenting briefings to managers and peers on issues, problems or IT topics in an area of expertise.
Communicating complex technical requirements to non-technical personnel.
Providing advice on and devising solutions to a wide range of IT issues within an area of expertise.
Understanding of and experience with life cycles as applies to software development.
Provide quality customer service in the development, and integration of software applications and systems that enable customers to successfully meet their business goals.
Provide coaching and/or on-the job training to junior level programmers.

 In addition to the above, to be qualified for this position at this grade level you must have experience applying software design techniques.  Experience writing COBOL software code on UNISYS and/or IBM mainframe computer platforms, modifying & using Executive Control Language (ELC) or Job Control Language (JCL) executed on the mainframe platforms.  Experience in using software configuration management tools SquA (UNISYS) & Endevor (IBM), CICS & DB2 on the IBM mainframe.  Experience in the use of utilities @COMPARE, @DOWN, & Fire Cracker on UNISYS as well as with File Manager, DeBug, Syncsort on IBM systems.


HOW YOU WILL BE EVALUATED:

    Your application will be rated based on education, training, and quality of your experience. You will respond to a series of questions designed to assess your possession of the following competencies: Computer Languages, Software Development, Software Testing and Evaluating, Systems Life Cycle, Teamwork, Technical Documentation.     You will be tentatively assigned to a category group (A, B, C, etc.) based on your responses to the online questions. Each category group represents a quality level (i.e., A = Superior, B = Highly Qualified, etc.) Candidates will be considered in category group order. Preference eligibles who meet the minimum qualification requirements and who have a compensable service -connected disability of at least 10 percent must be listed in the highest quality category (except in the case of scientific or professional positions at the GS-9 level or higher). All other preference eligibles will be assigned based on their responses to the questions and will be referred for selection before non-preference eligibles with the same category. Applicants are tentatively assigned to a category group pending qualifications validation and/or assessment results.
    Your final category assignment determines the order in which you are considered for the position(s). Applicants are referred to the selecting manager in category order (A, B, C). You may be required to participate in a selection interview. The IRS will not reimburse costs related to the interview such as travel to and from the interview site. If you are a displaced or surplus federal employee (eligible for the Career Transition Assistance Plan (CTAP)/Interagency Career Transition Assistance Plan (ICTAP), you must receive a score of 80 or Category B or better to be rated as well qualified to receive special selection priority.
