IntraHealth International is seeking a Senior Program Manager to be based in the Chapel Hill, North Carolina office.
PRIMARY RESPONSIBILITES:
The Senior Program Manager is responsible for programmatic and technical management and program growth in support of our Tanzania portfolio to achieve excellence in program design and implementation, quality results and deliverables. S/he is the US based country point person for the Tanzania Country Office and provides management, programmatic, technical and overall support to the Tanzania Country Director, Project Directors and other staff or consultants. S/he supports the senior country leaders and ensures that they have the technical, programmatic, financial, HR and other inputs and resources needed to be successful and that implementation is in compliance with donor and host country requirements and IntraHealth policies and procedures. S/he will be an active contributor to implementing the LEAD Strategy, IntraHealth's organizational strategic plan (2011-2015) in Tanzania. S/he works closely with the country team to support the documentation and dissemination of results and lessons learned and the strategic visibility of our work and results.

S/he plays a significant role in seeking new funding to grow our program portfolio, including intelligence gathering, strategy development, proposal writing, budgeting, and staff recruitment. The Senior Program Manager works in close collaboration with other US-based departments (e.g. technical leadership; monitoring, evaluation and research; program development; communications and knowledge management; finance, contracts and procurement, human resources) and supervises one or more US-based staff and may also supervise other staff as assigned. The Senior Program Manager reports to the Director of East Africa Programs and travels internationally and within the United States approximately 25% time.

ESSENTIAL FUNCTIONS:

  •     Provides programmatic and technical support to the Tanzania team to ensure the strategic, programmatic, technical, financial and contractual integrity of the country portfolio.
  •     Provides support to the country office to ensure that all projects meet compliance requirements around local labor laws, office registration, and all other contractual requirements of country projects, in partnership with US based HR and F&A divisions.
  •     Ensures that organizational resources are mobilized for added-value to the country program and that project results and lessons learned are well documented and contribute to the growth of IntraHealth core technical expertise and reputation.
  •     Works with the Tanzania Country Director and other country level senior staff to ensure the visibility of the country program to internal and external audiences, highlighting technical and programmatic innovations and strengths in support of IntraHealth's communication strategy (including web updates, technical and program briefs, presentations at USAID and other key donor working group meetings, conference presentations, etc.).
  •     Serves as primary source of information about the project(s) for Chapel Hill staff, US-based partners and sub-contractors, donors, and other cooperating agencies as needed.
  •     Participates in expanding IntraHealth presence, contributing significantly to new business development strategies, technical approaches, proposal writing, staff recruitment, partnership opportunities and budget development.
  •     Represents IntraHealth and the project(s) at a variety of public health forums as requested.

Requirements:

  • An advanced degree in global health, social sciences, or related discipline and at least 6 years professional public health experience; or a Bachelor's degree in related field and at least 8 years professional public health experience; or equivalent combination of education and experience. At least three years residing and working in Africa, preferably Tanzania or a neighboring East Africa country, or other developing country in a position of senior program leadership is highly desirable. Broad based knowledge of human resources for health and health systems strengthening, including HIV/AIDs, reproductive health/family planning, maternal/newborn/child health, and/or malaria in low resource settings, preferably in East Africa.
  • Demonstrated experience in portfolio and project management with progressively more responsibility, preferably with a USAID-funded health project, including workplan development and management, budgeting and financial management, USAID rules and regulations, and project and financial reporting. Contract management experience highly desirable. Demonstrated experience working with USAID projects. Demonstrated experience in successful project development and proposal writing. Significant experience as a team player and commitment to bringing about change through a partnership approach.
  •  Excellent oral and written communication skills and English required;
  •   Ability to travel internationally approximately 25% time.
