SUMMARY STATEMENT:
Serves as a key member of the City's financial team by planning, conducting and directing the analysis of complex business problems to be solved with policy, process and procedures and IT systems. Analyzes business processes and develops modifications and improvements. Assesses needs and formulates solutions through Enterprise Resource Planning (ERP) applications and other related business software. Designs and develops a variety of reports for both users and department managers. Initiates and leads related projects. Works independently and exercises considerable initiative and judgment.


ESSENTIAL FUNCTIONS:
Plans, conducts and directs the analysis of complex business problems to be solved with automated systems. Provides technical assistance to identify, evaluate and develop cost effective systems that meet users' and management needs. Designs and creates system specifications in support of the city's business. Analyzes current business policies, processes, procedures and user permissions as they relate to business systems including purchasing, general ledger, accounts payable, accounts receivable, cash book, fixed assets, grants and cost accounting, etc., and makes recommendation on how they can be improved and simplified. Designs and develops solution recommendation(s) for system business owners. Researches, informs and recommends opportunities to apply appropriate technology solutions to support the business. (50%)

Analyzes current business reporting and makes recommendations on how they can be improved and simplified. Serves as lead in working with various city users and business owners to facilitate the implementation of new and/or improved reporting and reporting processes including developing customized reports, queries and dashboards to meet users' needs. Creates functional design documents supporting more complex reports. Serves as liaison to application development staff to coordinate the creation and management of the reporting environment. (30%)

Develops and maintains process design, internal control effectiveness, computing and financial system interaction for all City departments. Monitors, tests and evaluates system internal controls on a regular basis to ensure proper functionality. Contributes to special projects in a variety of roles and/or responsibilities, as a project manager, functional developer, business analyst and business lead. (20%)

REQUIREMENTS:

Required Knowledge, Experience, And Training
Must have Bachelor's degree in business, finance or a technology related discipline.

Requires education and/or experience to attain the following:

Four years of experience in accounting with emphasis in IT solutions and financial enterprise ERP.

Functional knowledge of issues relevant to a variety of software modules including G/L, A/R, A/P, Fixed Assets, HR, Payroll and Procurement and how business needs relate to an ERP solution; principles and concepts of business process and system design; writing simple SQL queries; Microsoft Excel; process design and implementation in a complex organization.

Ability to analyze financial data, design processes and implement control procedures; work through and solve complex and multi-faced business problems; interpret and represent finding for preparing functional design specifications; translate user business questions and needs into financial data requirements; communicate technical terminology and concepts to non-technical users; monitor, observe and test system to determine data and/or application problems; create, manage, organize and interpret data; work within time constraints and deadlines; exercise good judgment; establish priorities and organize individual workload; work independently or with minimal supervision; display an attitude of cooperation and work harmoniously with all levels of city employees, the general public and other organizations; communicate effectively in the English language at a level necessary for efficient job performance; maintain confidentiality with sensitive documents or information; complete assignments in a timely fashion; understand and comply with all rules, policies and regulations; maintain prompt and regular attendance; perform all essential and marginal functions as assigned by an authorized employee, supervisor and/or manager with or without a reasonable accommodation.

Preferred Knowledge, Experience, And Training
Extensive college or graduate level coursework in accounting, computer science or information technology, or an equivalent combination plus five years progressively responsible business analysis experience and project management.

Master's degree in finance, accounting, public administration or related field of study. Direct working knowledge of Lawson/Infor or other ERP system.
