Roles and Responsibilities:
Reporting to the Senior Contracts Manager, Contracts and Grants Administration, the Contracts Officer will be responsible for administrative and contracts support throughout the entire contracts process.
• Assist with cradle to grave contract administration tasks.
• Prepare and submit routine approval requests to USAID.
• Track pending requests and follow up as needed.
• Review monthly invoices from subcontractors; track against budget and obligation.
• Coordinate preparation of subcontract reports.
• Assist with competitive procurements of goods and services as necessary.
• Develop purchase orders, and review/revise purchase orders received from field offices to meet company standards.
• Review leases; set up and maintain lease database.
• Assist with procurement questions (source/origin/nationality and waiver requirements).
• Copy, scan and distribute contractual documents and correspondence.
• Coordinate Outlook task management and calendar appointments with the Senior Contracts Manager to schedule meetings and appointments, maintain and update task tracker and liaison with requestors to provide status on work in progress.
• Maintain files (both hard copy and electronic).
• Update contract data sheet (monthly).
• Provide contract startup and closeout support.
• Prepare supporting documentation for cost proposals.
• Assist with documentation for country registrations; set up and maintain registration database.
• Other tasks as needed.

Minimum Qualifications:
Required Experience & Qualifications

• Bachelor’s degree in Business Administration, Management or Accounting, or related field is needed.
• Strong writing skills and a high comfort level with complex contractual terms and rules is required.
• Computer proficiency in Excel, MS Word, and Adobe Acrobat.
• At least one year of relevant experience in Federal contract management, and basic familiarity with the FAR, AIDAR, and/or 22CFR226 are required.

Desired Experience & Qualifications
• Demonstrated experience prioritizing multiple tasks and maintaining organization during the work day; producing high quality and high quantity work during frequent interruptions, and coordinating with other departments to complete processes and information and document requirements within company deadlines.
• Experience working well under pressure and a track record of being a team player with flexibility to adapt to changing work requirements, are essential.
• Working proficiency of French, Spanish, Arabic, or other foreign language is highly desirable.
• Long-term interest in federal grants and contracting preferred.
