OVERALL RESPONSIBILITIES:
The Contract Analyst assists with contract development and compliance matters for assigned Country Portfolios and acts as the subcontract administrator for selected subcontracts/sub-agreements under the primary supervision of the Senior Contract Officer. Activities include subcontract/sub-agreement management and negotiation, ensuring compliance with donor regulations in contract and subcontract/sub-agreement terms and conditions, providing training and technical assistance to project staff on compliance matters, subcontract/sub-agreement monitoring and management and contract budget integrity checking. The Contract Analyst adheres to the MSH Code of Business Ethics and Conduct, donor regulations and MSH Standard Operating Procedures in all activities.
SPECIFIC RESPONSIBILITIES:
I. Subcontract Administration/Contract Development/Compliance
Provide substantial support to senior contract staff in the administration and management of large, complex contracts/agreements.
Perform and document Federal Acquisition Regulation (FAR), Agency for International Development Acquisition Regulation (AIDAR), A-110, A-122, A-133, CD-ROM, Internet, and other types of research, and prepare written responses to queries.
As needed, formally and informally educate project staff on contract compliance issues and operational topics.
Prepare responses to audit questions in coordination with Contract Officers.
Negotiate and establish daily rates of compensation for consultants proposed for work on assigned projects.
Assist in managing smaller projects from a variety of donors. Activities include negotiations with donors, writing contracts, and managing deadlines.
Perform integrity checks for internal annual pipeline budgets and internal end of project monthly pipeline budgets.
Perform integrity checks for other budgets for submission to USAID and other donors as needed.
Prepare/complete CCO approved templates for entry of sub-award, award and modification information into Navigator.
Under the primary supervision of the Senior Contract Officer, perform all subcontract/ sub-agreement administration and management functions for assigned subcontracts/sub-agreements per delegated authority from the Lead Senior Contracts Officer. In conjunction with project management and Corporate Contracts Office (CCO) staff:
- Develop subcontract strategies.
- Draft, negotiate and sign subcontracts/sub-agreements and modifications as delegated.
- Develop and draft amendments to subcontracts/sub-agreements.
- Educate subcontractors/sub-recipients on US Government regulations, monitor compliance, perform spot checks and provide follow up training as necessary.
- Review and approve subcontractor/sub-recipient invoices for assigned projects as per delegated authority.
- Review provisional and indirect cost rate adjustments and reconciliation for subcontract invoices as needed.
- Review and monitor advance and track liquidation of advances.
- Assist in training of project staff in contract related topics as assigned or needed.
II. General
Participate in the development of CCO work plan.
Attend CCO staff meetings. Prepare and present on assigned topics at the CCO staff meetings.
Perform other duties, as assigned.
QUALIFICATIONS:
- Bachelor’s Degree required and 2-4 years of related experience.
- Experience in Government Contracting preferred.
- Strong microcomputer skills and advanced knowledge of spreadsheets and word processing; MS-Excel and MS-Word preferred.
- Flexibility to assume a workload which frequently necessitates an adjustment of priorities.
- Good interpersonal skills.
- Ability to write clearly and concisely.
- Strong organizational skills for managing and coordinating a variety of tasks simultaneously.
- Firm understanding and sense of the importance of paying attention to detail.
- French and/or Spanish skills preferred.
- Ability to work in a team-oriented environment.
- Ability to travel internationally and domestically if/when required.
