OVERALL RESPONSIBILITIES:
The Senior Technical Advisor, Knowledge Exchange & Innovation is the technical focal point for leveraging the LMG project’s knowledge assets by capturing, synthesizing, evaluating, and sharing best practices on leadership, management, and governance on health systems strengthening.

SPECIFIC RESPONSIBILITIES:

  •     Lead the design, development, implementation, support, and evaluation of an evolving knowledge exchange (KE) and innovation strategy for LMG that integrates established approaches and tools with promising practices and approaches from MSH programs and other sources.
  •     Lead and manage the development of regional and country-based models for decentralized support of knowledge exchange.
  •     Lead the design, development, implementation, support, and evaluation of a KE portal that integrates multi-format, multimodal approaches with a Web-based hub.
  •     Lead the integration of principles of diffusion of innovation into LMG programs and approaches.
  •     Identify and leverage the work of USAID-funded and other networks to support LMG project objectives.
  •     Create, capture, synthesize, and share information on the work of LMG with MSH audiences both internal and external to the organization.
  •     Collaborate with the M&E Director to develop and implement effective M&E processes to validate LMG approaches, models, and tools.
  •     Work with MSH’s Center for Leadership and Management (CLM) Team Leader for Knowledge Exchange to ensure adherence to CLM knowledge exchange standards, guidelines, and approaches.

QUALIFICATIONS:
• Master’s degree in organizational learning, knowledge management, international development, or related fields, or equivalent experience.

• Minimum of 8 years’ experience in a similar knowledge management role, preferably on a USG-funded project. Experience in developing countries and international public health required.

• Significant experience leading, designing and supporting knowledge exchange programs, processes, and approaches for audiences in developing countries with English as a second or third language, low-bandwidth, cultural diversity, and high workload/pressure.

• Significant experience leading, designing and supporting innovation in KE initiatives; designing and implementing blended KE approaches; and integrating information and communication technologies into KE approaches.

• Demonstrable experience applying the theory of diffusion of innovations to KE work and using a range of KE approaches to achieve objectives.

• Deep understanding of, and demonstrable experience in, applying evolving theories of adult learning.

• Experience implementing programs with Web 2.0 elements.

• Strong understanding of emerging trends in information and communication technologies, the role of appropriate technology in development, and the integration of those trends into KE initiatives.

• Exceptional written, analytical, and oral communication and facilitation skills in English. Competency in another language strongly preferred.

• In-depth appreciation and knowledge of information technology and its use.

• Experience in evaluating the impact of knowledge uptake.

• Demonstrated ability to build and maintain effective working relationships with donors, in-country collaborators, and staff at all organizational levels.

• Available for domestic and international travel.
