Senior Proposal Writer and Program Design Manager
Overview of Responsibilities
The incumbent will have overall responsibility for designing programs and developing proposals for funding from the USG and other bi-lateral donors focusing on one of two regions (South and Central America) or Caribbean. With respect to program design, the incumbent will bring to bear his/her knowledge of development, the subject area, PADF’s program experience, and relevant research to develop strategies and approaches that will produce measurable outcomes and be responsive to the donor solicitation. She/he is also expected to manage the proposal process in accordance with PADF’s systems and protocols, drawing on and working collaboratively with PADF staff from field and HQ.
Specific Duties
Become and remain knowledgeable about PADF programs generally, but specifically those in the area for which he/she has primary responsibility
Analyze RFAs and other solicitation documents to recommend approaches and PADF response
Manage proposal teams
Conduct field and other program design and proposal capture/response research, drawing also on other PADF staff to assist
Be the lead writer on proposals
Identify emerging opportunities for PADF
Develop new business development strategy based on PADF Strategic Plan objectives and opportunities identified
Manage and keep up to date relevant capability statements and past performance references
Essential Requirements
SKILLS AND ABILITIES:
Demonstrated effectiveness in winning proposals from USAID and other donors
Excellent writing skills
Excellent analytical skills
Subject area expertise in at least one of the following (1) youth related programming, (2) community development and participation, (3) citizen security, (4) programming for vulnerable populations, (5) agriculture, or (6) other relevant areas
Familiarity with program evaluation and monitoring systems
Familiarity with budgeting with USAID and other USG experience preferred
A deep interest in and a passion for development
Genuine team spirit and ability to work effectively in teams
Leadership skills – intellectual and management
Ability to work independently without close supervision
Demonstrated initiative
“Outlier” thinking and creativity
Good organizational skills
Track record of meeting deadlines and consistently producing high caliber work
Education and Experience:
BA/BS or equivalent in a relevant field. MA/MS preferred
Spanish or French language proficiency
At least 1 year of Field experience required, with field management or operational experience a plus
7+ years of experience in international development
Experience with both for profit and non profit international development organizations a plus
Reports to: Director, New Business Development
