PSI anticipates being awarded a multi-year United States Agency for International Development (USAID) HIV/AIDS prevention, care and treatment project to provide the United States Government (USG) with cost-effective access to technical expertise and implementation support to meet evolving HIV/AIDS needs. Specifically, the project will provide technical assistance services to the Office of HIV/AIDS and the United States President’s Plan for AIDS Relief (PEPFAR) country teams in knowledge management, technical leadership, program sustainability, strategic planning and program implementation support. The project will likely be expected to:
• Engage in long-term, in-country support for coordination and scale-up of HIV/AIDS activities in support of PEPFAR country strategies;
• Provide short-term technical consultations and program implementation support in specialized HIV/AIDS technical areas and institutional capacity building to USG country teams and USAID/W Bureaus;
• Increase technical capacity of host-country decision-makers and personnel to design and implement effective, evidence-based HIV/AIDS interventions;
• Strengthen the capacity of host-country implementing institutions to more effectively manage scale up and sustainability of HIV/AIDS interventions;
• Augment technical and programmatic capacity available to PEPFAR country teams and USAID Washington Bureaus;
• Conduct and/or oversee implementation of HIV/AIDS program-related data collection, analysis and reporting activities; and
• Document and disseminate successful innovative approaches and sustainable models, evidence-based best practices and lessons learned, and new approaches, tools and methodologies in HIV/AIDS programming and capacity building, through workshops, working papers and the Internet.
Illustrative HIV/AIDS technical areas and activities that USG country teams are likely to request support from this project include: prevention, care and support, treatment and related services, gender based violence prevention, data collection and analysis, capacity building/systems strengthening, knowledge management.
PSI seeks candidates for a Deputy Director to provide technical expertise, guidance and management support
The Deputy Director will work closely with the Project Director in leading the implementation and monitoring of the overall project. The Deputy Director will provide strategic guidance and regular support to country programs in the development and implementation of project activities and is responsible for leading and overseeing the DC-based support components for the project. This full-time position is based in Washington, D.C. and reports to the Project Director. Approximately 25% international travel is required.
RESPONSIBILITIES:
• Work in close collaboration with the Project Director and key technical staff to provide strategic and technical guidance and inputs on project activities and to country programs.
• Work in close collaboration with the Project Director and Research Advisor to monitor project implementation and ensure project deliverables are achieved.
• Responsible for the management of DC-based Project core technical team and project management, including the direct supervision of Technical Advisor Clinical, Technical Advisor Behavioral and partners;
• Responsible for Program Management oversight, including timely development and submission of project reports, donor requests, and follow on proposals as well as project monitoring and evaluation tools and processes.
• Support Project financial monitoring and management, including core and country budgets.
• Lead the development and oversee annual Project Core Team workplan.
• Develop and implement processes and materials for sharing programmatic lessons learned, tools, approaches and models.
• Coordinate and provide technical support to country teams and partners and in country staff to improve the efficiency, efficacy and health impact of HIV prevention, treatment and care interventions;
• Representation at relevant technical working groups, conferences, workshops, and policy-oriented forums.
• Support the Project Director to guide PSI partners in strategy and implementation of better practices and innovations around HIV prevention, treatment and care programs.
Qualifications
• A Master’s degree or other relevant advanced degree in project related field (preferably MPH and/or MBA);
• At least 8 years implementation and successful management of large, multi-country HIV prevention, care and treatment interventions.
• Implementing PEPFAR-funded international health projects
• Working with foreign governments on HIV projects
• Managing and coordinating capacity building efforts in developing country contexts
• Managing and coordinating multiple project partners
• Developing and monitoring PEPFAR Performance Monitoring Plans
• U.S. government donor policies and procedures
• Evidence-based program design and implementation and a comprehensive understanding of HIV epidemiology across multiple contexts
• Supervising and managing middle and senior level staff
• Successfully managing large PEPFAR program budgets
• Fluency in English required, French or Portuguese a plus
• Excellent English writing skills, ability to work well with a team
