Summary
The Administration and Finance Specialist is responsible for fiscal oversight to the Nicaragua Community Action for Reading and Security Contract, a four-year US government contract estimated to be awarded in the amount of $8.5M - $10.9M. The Specialist will be responsible for managing all project finances and ensuring compliance with USAID financial and audit standards; ensuring the preparation and submission of timely accruals and financial reports; and working with technical staff to monitor pipeline issues vis a vis budgeted activities in the work plan.

Responsibilities


  •     Monitor budgets to ensure that spending occurs as planned and that variances are anticipated, noted, and corrected; ensure that key program personnel are aware of budgetary resources and are able to monitor their budgets respectively
  •     Responsible for developing, monitoring and ensuring grants compliance on a minimum of 5 local NGO sub-grants.
  •     Provide financial and grants compliance support to local NGO sub grantees
  •     Review and consolidate monthly financial reports for distribution to senior management
  •     Review and consolidate monthly sub-office accounts and reports to ensure accuracy and to provide regular feedback as well as for distribution to Senior Management
  •     Prepare any budget revisions and projections and respond to any questions
  •     Confirm availability of funds for all requests for payment or charges to the budget
  •     Prepare quarterly reports, projections, and any other required donor submissions
  •     Review and submit reports to Save the Children headquarters
  •     Prepare a consolidated annual fiscal report, including a cumulative life of project report
  •     Ensure that an appropriate segregation of duties exists to ensure effective support of field operations and to protect the integrity of the country office finance and administrative operations
  •     Prepare and revise finance and operational guidelines in order that they adhere to SC requirements

Requirements

  •     Bachelor's degree in related field is required.
  •     Minimum of five years of experience in the areas of business administration, accounting, finance, public administration and/or another related field is required. The person should also have experience working on development projects.
  •     Experience in grants management, especially with local partners
  •     Familiarity with USAID financial reporting requirements is preferred.
  •     Demonstrated ability to manage staff is required.
  •     Demonstrated strong analytical, leadership and organizational skills
  •     Proven ability to prepare budgets and donor financial reports
  •     Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations.
  •     Excellent oral and written English and Spanish communication skills are required.
