IFES is an international, nonprofit organization that supports the building of democratic societies. IFES provides targeted technical assistance to strengthen transitional democracies. Founded in 1987 as a nonpartisan, nonprofit organization, IFES has developed and implemented comprehensive, collaborative democracy solutions in more than 120 countries.In Yemen, IFES is implementing electoral technical assistance programs designed to build upon advances made by the Supreme Commission for Elections and Referendum (SCER) to administer elections in an independent, professional and credible manner throughout the transitional process now underway.

Position Summary:

  •     The Senior Project Manager will be based in Sana'a, and work closely with the Chief of Party (CoP), Deputy Chief of Party (DCoP), and IFES' DC-based team to provide management and oversight of IFES Yemen-based programs.
  •     The Senior Project Manager will ensure effective program coordination and implementation, monitoring and evaluation, quality assurance and accountability in close collaboration with all support teams.
  •     S/he will help represent IFES' programs to donors, other NGOs and stakeholders, relevant government authorities, and other program partners.

Job Responsibilities:

Program Activity Implementation and Management

  •     Provide program development and management expertise to support IFES' programming in Yemen, including designing new activities as necessary.
  •     Oversee specific project activities as directed/delegated by the CoP, ensuring compliance with IFES' project goals and objectives.
  •     Provide leadership in the design and implementation of program activities, such as workshops, roundtable discussions, conferences and training seminars.
  •     Supervise and direct the work of Project Officers and Project Assistants in consultation with the CoP and DCoP. Ensure timely execution of project activities within the allocated budget.
  •     Ensure that donor-specified program and financial reporting requirements are met in coordination with the Deputy CoP and DC Yemen Program team.
  •     Work with the Project Officers to identify all logistical requirements for program-related activities, including publications, briefings, conferences, workshops, seminars, meetings, etc.
  •     In cooperation with IFES field and DC teams, manage procurement actions to ensure they meet donor and IFES regulations.
  •     In coordination with the CoP and DCoP assist in the supervision of activities of the international consultants while in Yemen, provide assistance when needed, and oversee the completion of required deliverables.
  •     Prepare and/or edit all project documentation, including reports, proposals, budgets etc.Program Reporting, Planning and Compliance Management
  •     Work with CoP, DCoP, and HQ senior staff in developing mid and long-term strategic programmatic planning that includes milestones/deliverables/timeframes/resource needs.
  •     Work with CoP to evaluate and identify necessary changes to program SOW and/or activities.
  •     Work with Monitoring and Evaluation Coordinator to ensure accurate collection and tracking of project data for incorporation into IFES' Program Management Plans.
  •     Ensure compliance with all donor and IFES rules and regulations.
  •     In support of the CoP and DCoP, manage and liaise with partner organizations engaged with IFES project activities, including key contacts at the SCER, as well as other stakeholders, government officials, political parties, members of Parliament, local and international NGOs, etc.
  •     Work with CoP and DCoP to analyze and report on political, legal, and electoral developments and their impact on IFES project activities.

Qualifications:

  •     Bachelor's degree in relevant field required, master's degree or law degree preferred.
  •     5-7 years of professional in-the-field experience implementing democracy and governance programs, preferably in the Middle East, or in insecure and/or transitional environments.
  •     Direct experience in program development and staff management.
  •     Past experience working on programs subject to international donor rules and regulations (e.g. USAID, DoS, DfID, EU).
  •     Fluency in written and spoken English required.
  •     Arabic language skills strongly preferred.
  •     Highly proficient with Microsoft Excel, PowerPoint and Word (required);
  •     Strong supervisory skills with the demonstrated ability to work effectively in a team environment as well as individually.
