Program Description:
FHI 360 is implementing Strengthening HIV/AIDS Interventions in Djibouti , a five-year Roads to a Healthy Future (ROADS II) Associate Award funded by the President's Emergency Plan for AIDS Relief (PEPFAR) through the U.S. Agency for International Development (USAID)/Djibouti.
The purpose of ROADS Djibouti is to reduce HIV transmission among most-vulnerable populations living in and around transport corridor communities through increased use of health services and adoption of safer behavior.
The overall approach is to build the organizational and technical capacity of Djiboutian partners at all levels so they can assume responsibility for HIV prevention, care and support programming over the long term.
The ROADS Djibouti team envisions an integrated program with the full participation of all segments of community life within the context of the national HIV/AIDS strategy.
Position Description:
The Senior Technical Officer/Capacity Building will be seconded to the Executive Secretariat for AIDS, Tuberculosis and Malaria, with responsibility for direct provision of technical assistance to the Secretariat and select other grantees. As a main focus, the Senior Technical Officer will strengthen the Secretariat's capacity to develop national guidance on the essential package of prevention, care and support services for most vulnerable populations, to advocate for alleviation of policy barriers to such programming in Djibouti, and convene meetings to coordinate the national HIV/AIDS response and disseminate lessons learned and best practices. The Senior Technical Officer will:
Oversee annual capacity needs assessments of the Secretariat and select other grantees and prepare reports summarizing baseline findings, progress made, challenges encountered and recommendations to prepare grantee(s) for the end of the project;
Develop and monitor annual capacity building plans with the Secretariat and select other grantees and ensure their implementation;
Work closely with the grantee units (management, program, finance, M&E) to identify additional capacity building needs and assist with responding to the gaps;
Develop, lead, and/or coordinate cross-cutting training and capacity building opportunities for ROADS Djibouti grantees;
Provide technical guidance and capacity building assistance to grantees in multiple domains, and when necessary, engage additional parties (including ROADS Djibouti team members, other FHI 360 staff, and consultants) to assist in capacity building efforts;
Support the Secretariat to prioritize key areas for advocacy;
Support the Secretariat to organize quarterly coordination meetings with key stakeholders, including the MOH/PLS Sante, to ensure synergy in the national HIV response;
Support the Secretariat to establish and lead a Most Vulnerable Population (MARP) Technical Working Group reflecting the range of relevant stakeholders in the country, including target audiences;
Lead in the recruitment, coordination and management of consultants hired to implement capacity building activities to ensure high-quality support to ROADS Djibouti grantees;
Coordinate inter-institutional meetings, trainings and other collaborative events that bring grantees together with ROADS Djibouti staff and other partners for information sharing and capacity building;
Coordinate learning opportunities such as study tours;
Review and process ROADS Djibouti grantee assistance requests for participation in technical assistance and training activities;
Prepare monthly work reports summarizing key accomplishments, challenges and upcoming priority activities;
Ensure timely submission of all required capacity building project reports and deliverables.
Minimum Requirements:
BA in one of the following or related fields (Masters preferred): International Development, International Education, International Health, Public Health and Other Job-related field required or the equivalent combination of education and work experience.
Experience:
Specific knowledge requirements:
Minimum of 8 years' experience developing and implementing capacity building support for local organizations
Experience with HIV/AIDS programs;
Familiarity with PEPFAR regulations an added advantage
Experience in Djibouti is mandatory
Valid work permit in Djibouti
Analytical, detail oriented, team player with strong organizational and interpersonal skills
Proficiency in English and French required, proficiency in local Djibouti language(s) a plus

Ability to work effectively in a highly collaborative team approach.
