Description:
The USAID | DELIVER PROJECT is an Indefinite Quantity Contract (IQC) managed by JSI and implemented with the support of a range of subcontractors. The IQC objective is to improve the availability of health commodities to clients in USAID-supported countries and programs. The work of the IQC is specified and carried out through individual task orders. The project improves supply chain systems for a wide range of health commodities. To increase the availability of health commodities for its clients, skilled, motivated staff that are trained to fulfill needed logistics functions are an essential pre-requisite for any health system. In the face of the substantial human resource constraints developing countries face in their health sectors, ensuring the right trained staff are available is a complex challenge.
The Capacity Building Advisor provides leadership on all aspects of supply chain capacity building to ensure the development of the logistics workforce so that it has the requisite knowledge and skills to manage the supply chain, to advocate for and secure needed resources, and to lead and create an organizational culture that values continuous system improvement in the countries where the project works.
 Capacity building interventions include, but are not limited to, developing human resource plans and strategies, strengthening institutions, developing curriculum, and advocating for training and performance improvement strategies. These interventions improve individual and organizational performance, ensure increased availability of essential health products, and at the same time build the capacity of local partners to provide a high level of quality service.

RESPONSIBILITIES

Specific responsibilities include, but are not limited to, capacity building interventions such as the following:

  •     Conducting country needs assessment in capacity building and human resource management and identifying areas of intervention.
  •     Coordinating and developing capacity building and human resource management programs to strengthen leadership and management capacity of supply chain professionals. Developing specific country plans including budgeting, preparation of strategic and annual plans and implementation strategies, and monitoring and evaluation of performance and impact. Directing and implementing capacity building and human resource management plans in-country.
  •     Working with counterparts to support the preparation of human resource strategic plans that define human resource objectives, needs, and approaches to meeting them.
  •     Working with the private commercial sector to identify lessons learned for human resource development.
  •     Evaluating human resource policy issues and working with counterparts to identify approaches to address human resource policy constraints.
  •     Developing innovative approaches to support the development of local sustainable capacity of supply chain professionals to strengthen in country public health supply chains.
  •     Conducting logistics management training using interactive methodology based on Adult Learning Theory (ALT).
  •     Developing host country trainers by conducting competency-based Training of Trainers workshops focused on mastery of technical content, the successful use of ALT-based technical curriculum, and the skills to assure successful administration of training, such as the development of training roll out plans.
  •     Designing multi-level detailed logistics management training curricula using the principles of ALT.
  •     Coordinating and collaborating with relevant senior program managers, program officers, and other advisors on the country team to ensure quality delivery of capacity building interventions for a particular country.
  •     Presenting country and technical debriefings; attending debriefings from others.
  •     Drafting trip, technical, and progress reports for activities for designated countries.
  •     Assuming lead and support roles for central level capacity building activities.
  •     Communicating with the project, USAID Missions, other donors, and host country institutions regarding country activities for which the advisor is the lead or a collaborating technical assistance provider.
  •     Serving as a project, or country team resource in the area of capacity building.
  • In addition to the above responsibilities specific to this position, the advisor is encouraged to participate in other areas of his/her technical interest.

QUALIFICATIONS

Applicants for this position should possess at a minimum, the following qualifications:

  •     Master's degree in international adult education, human resource management, public administration, organization development, or related field preferred.
  •     Four or more years experiences in human resource planning, strategy, and policy with related experience in competency modeling and workforce planning, preferably in the developing country context.
  •     Four or more years of experience in adult performance improvement program design and delivery mandatory, including training of trainers, administration, implementation, and detailed curriculum development.
  •     Experience working in family planning, health care, and/or logistics with field experience in developing countries.
  •     Excellent oral and written communications skills in both English and French.
  •     Experience and ability to conduct training in English and French.
  •     Proven ability to interact professionally and effectively with host government officials and USAID.
  •     Proficiency in common software packages relevant to the work.
  •     Experience with USAID and/or other donor-funded programs a plus.
  •     Authorization to work in the U.S. is required.
