Project Description:
With a grant from the United States Agency for International Development (USAID), IFES is implementing the Political Processes Support Project (PPSP) in Egypt. The project aims to provide technical assistance and objective comparative information on electoral systems, processes, and election administration to Egyptian stakeholders - including electoral administrators, lawmakers, parliamentarians, judges, civil society, media, think-tanks, and voters through 2013.

Job Responsibilities:


  • The Deputy Chief of Party (DCOP) is primarily expected to support the Chief of Party (COP) in program design and implementation to include program interventions, operations, and financial management. The DCOP will have previous experience providing substantive managerial and technical support to projects promoting democratic development, including some experience in building sustained capacity in electoral administration, preferably in the Middle East & North Africa (MENA) region. The DCOP serves as an IFES senior in-country representative and coordinator of programming with local and international actors. Responsibilities include but are not limited to:
  •     Assist Chief of Party (COP) to ensure timely execution of project activities within the allocated budget and oversee specific project activities as directed/delegated by the Chief of Party;
  •     In coordination with COP, establish and maintain close working relationships with local government and non-government stakeholders, including high-level officials in government ministries and election management bodies.
  •     In coordination with COP, establish and maintain working relationships with international NGOs and the donor community to ensure successful implementation of the project and avoid duplication of efforts.
  •     In coordination with COP, coordinate closely with consultants and field experts on program components.
  •     Provide day-to-day oversight of project financial management and reporting;
  •     Provide day-to-day oversight of project operational management and reporting;
  •     Provide day-to-day personnel management and oversight of field-based team;
  •     Develop and continuously review the project work plan;
  •     Oversee management of procurement actions to ensure they meet USAID and IFES regulations;
  •     Develop the project's monitoring and evaluation plan and subsequent data collection and reporting;
  •     Ensure that donor-specified reporting requirements are met in coordination with the DC-based program staff;
  •     Assist with developing proposals/concept papers for new activities in Egypt that fall within IFES' mission, in coordination with the DC office and Egypt COP;
  •     Serve as IFES' representative in the field when Chief of Party is not available.

Qualifications:
  •     Experience working in conflict or transitional environments, preferably within the MENA region;
  •     Minimum of 8 years of experience in international program management;
  •     Previous experience working in a senior management role in a field office;
  •     3-5 years supervisory experience;
  •     Proven track record of managing elections assistance or democracy/governance programs in developing countries;
  •     Proven leadership, staff management, project administration, and financial management skills;
  •     Experience with monitoring and evaluation mechanisms;
  •     Experience with financial tracking programs, spreadsheets and forecasting tools;
  •     Experience with USAID regulations;
  •     Solid and proven proposal development skills;
  •     Competency with MS Office, including Excel, MS Project, Word, and Quicken;
  •     Ability to manage and develop local relationships;
  •     Capacity to work well with minimal supervision;
  •     Strong oral and written communication skills;
  •     Demonstrated initiative, problem solving skill and results delivery;
  •     Ability to meet deadlines under pressure;
  •     Excellent interpersonal/representational skills;
  •     Professional, collaborative management approach with the ability to work as a member of a team.
  •     Bachelor's degree required; Masters degree highly desirable.
  •     Fluency in English required; Arabic language skills highly desirable.
