Minimum Qualifications:
BA (8 – 10) years of experience in proposal management OR the equivalent combination of education and experience.

Job Responsibilities:
Abt Associates seeks a Proposal Manager with a background in international public health to support the continued growth of the International Health Division. The International Health Proposal Manager plays an integral role in the business development life cycle – from initial capture and pre-proposal positioning through the proposal and to the ultimate award – and works hand-in-hand with technical teams to developing winning proposals that are fully compliant and responsive to client needs.

International Health Proposal Manager responsibilities for assigned proposals include but are not limited to:
Works with capture teams to support pre-proposal capture efforts.
Facilitates pre-proposal strategy activities, including win themes discussions and competitor assessments.
Develops technical outlines, compliance matrices, and schedules.
Orchestrates proposal review meetings.
Mobilizes the technical team, technical lead, and writers to ensure focus on key issues, and priorities.
Coordinates with the costing team to ensure alignment in technical and business proposal content.
Contributes proposal content (e.g., management plans, partner roles and responsibilities, and personnel descriptions) as appropriate.
Coordinates with bid partners.
Collaborates with division management, recruiters, and proposal team to identify staff for proposal inclusion. Leads internal “lessons learned” meetingswith proposal team members, documents findings, and recommends process improvements, as appropriates.
Liaises effectively with the Global Business Development Unit (GBDU).

In addition to managing specific proposals, the International Health Proposal Manager, as a member of Abt’s International Health Division, participates in activities that continue to improve our business development processes and resources, including:

Provides training and mentoring to division staff on business development best practices.
Creates and updates templates and tools to make proposal development easier and more efficient.
Participates in division meetings to learn about new opportunities.
Contributes to the development and expansion of Abt’s centralized repository for proposals, project descriptions, and boilerplate library.

Skills Prerequisites:
Master’s degree in international public health-related field.
At least 10 years of experience in proposal development in the donor-funded international health industry.
Demonstrated experience and success in all aspects of business development and proposal writing.
Successful track record in international proposal and grant application development, including a proven understanding of international donor organizations. Strong preference for experience with USAID, DFID, among other donor institutions and other government agencies.
Prior international field project/program experience is preferred.
Strong programmatic experience working with international development organizations. Demonstrated leadership and organizational skills with excellent writing and computer skills.
