MSH seeks a Clinical Technical Advisor for a multi-year United States Agency for International Development (USAID) HIV/AIDS prevention, care and treatment project to provide the United States Government (USG) with cost-effective access to technical expertise and implementation support to meet evolving HIV/AIDS needs. Specifically, the project will provide technical assistance services to the Office of HIV/AIDS and the United States President’s Plan for AIDS Relief (PEPFAR) country teams in knowledge management, technical leadership, program sustainability, strategic planning and program implementation support. The project will likely be expected to:

• Engage in short and long-term, in-country support for coordination and scale-up of HIV/AIDS activities in support of PEPFAR country strategies;

• Provide short-term technical consultations and program implementation support in specialized HIV/AIDS technical areas and institutional capacity building to USG country teams and USAID/W Bureaus;

• Increase technical capacity of host-country decision-makers and personnel to design and implement effective, evidence-based HIV/AIDS interventions;

• Strengthen the capacity of host-country implementing institutions to more effectively manage scale up and sustainability of HIV/AIDS interventions;

• Augment technical and programmatic capacity available to PEPFAR country teams and USAID Washington Bureaus;

• Conduct and/or oversee implementation of HIV/AIDS program-related data collection, analysis and reporting activities; and

• Document and disseminate successful innovative approaches and sustainable models, evidence-based best practices and lessons learned, and new approaches, tools and methodologies in HIV/AIDS programming and capacity building, through workshops, working papers and the Internet.

This position is contingent upon project award and funding.

OVERALL RESPONSIBILITIES:

The Clinical Technical Advisor will work closely with the Project Director and Deputy Project Director in leading the overall global clinical technical design and support to the project with specific emphasis on: HIV counseling and testing (HIV CT), HIV/TB integration, and TB service delivery, which includes screening, diagnosis and treatment, issues around HIV clinical treatment for both adults and children, and implementation issues around HIV prevention interventions. The position will be based in Washington, DC and will require approximately 30% travel.

SPECIFIC RESPONSIBILITIES:

    Provide overall technical leadership to the design and implementation of the project’s strategies for clinical technical assistance and quality assurance.

    Act as the project’s global clinical services technical lead for voluntary medical male circumcision (VMMC); antiretroviral treatment (ART) and care for adults and children and HIV testing and Counseling.

    Serve as project’s technical focal point for clinical quality assurance with a focus on HIV counseling and testing, VMMC; antiretroviral treatment and care services; provide in-country technical assistance as needed and appropriate.

    Review and document existing clinical quality assurance and improvement systems for HIV counseling and testing, VMMC TB & HIV/TB integrated services.

    Develop and expand regional networks to ensure clinical quality improvement systems.

    Diffuse best practices and systems guidance on HIV, HIV/TB and TB services and referral networks to stakeholders and implementing partners.

    Supervise and provide mentorship project’s clinical technical staff.

    Represent PSI with partners on relevant working/technical advisory bodies and at global HIV conferences and meetings.

    Document and disseminate best clinical practices.

    Develop presentations and advocacy materials for donor and partner outreach.

QUALIFICATIONS:

    MD or other advanced clinical degree and/or related experience.

    Prior technical support and/or program implementation experience in TB, TB/HIV and HIV services.

    Ten (10) plus years of professional experience, of which at least five (5) years of overseas work experience, ideally in a high TB/HIV burden country; proven technical leadership as evidenced by progressively responsible professional positions.

    Training, development and implementation experience in clinical quality assurance and quality improvement for HIV prevention, treatment and care services.

    Familiarity with USAID, CDC, Global Fund, and other international donors.

    International representation experience.

    Strong organizational skills with the ability to handle multiple tasks simultaneously; excellent written, verbal, and interpersonal skills.

    Experience and excellence in working with large, diverse teams.

    Fluency in English is required. Fluency in French or Portuguese is desired.
